Employment for Veterans: Trends and Programs

[Excerpt] Veterans’ employment outcomes in the civilian sector are an issue of ongoing congressional interest. A number of programs currently exist to assist veterans in obtaining or training for civilian employment. There is regular congressional debate about expanding or otherwise amending these programs to better serve veterans. This report discusses veterans’ employment trends and programs. The first section presents data on veterans’ employment outcomes, identifying recent trends, and discussing issues to consider when interpreting veterans’ employment data. The following sections present brief discussions of existing programs that provide employment-related services to veterans. These services are divided into (1) general programs that are broadly available to veterans, (2) programs that target veterans with service-connected disabilities, and (3) competitive grant programs that provide additional employment-related services to veterans but may be limited in scope or availability. Notably, this report does not attempt to provide an exhaustive list of all programs that may assist veterans in the labor market nor does it attempt to provide comprehensive information on the programs it discusses. Instead, it aims to provide a broad overview of the largest employment- related programs as well as other initiatives that may inform future policy. Cougars (Puma concolor) in The Northwest Territories and Wood Buffalo National Park

Extralimital reports of cougars (Puma concolor) at the northern limits of their range are rare. We documented at least 21 individual occurrences of cougars from the Northwest Territories and the Wood Buffalo National Park area between the years 1983 and 2000. Our evidence suggests that, at a minimum, transient cougars are regular visitors to northern Alberta and the Northwest Territories.La présence de couguars (Puma concolor) est rarement rapportée en dehors des limites septentrionales de territoire. On a documenté au moins 21 cas individuels de la présence de couguars dans les Territoires du Nord-Ouest et le parc national Wood Buffalo entre les années 1983 et 2000. Les éléments de preuve que nous apportons suggèrent que, à tout le moins, les couguars de passage sont des visiteurs réguliers du nord de l'Alberta et des Territoires du Nord-Ouest

Beyond Regulation: Tools for Promoting Ethical Action in Nonprofit Organizations

For a full year more than 168 nonprofit practitioners participated in a dialogue series about nonprofit ethics that culminated in a large-scale forum on October 27, 2006. The result of this thoughtful deliberation was a discussion guide that can be used by nonprofits during board and/or senior staff meetings (a) to explore existing ethical practices within a nonprofit organization (b) reach a common understanding about the ethical culture that participants wish to see in action and (c) uncover any discrepancies that currently might exist between what is currently happening and what people engaged in the conversation believe ought to be happening

Magnetic Hole Formation from the Perspective of Inverse Scattering Theory

The dynamics of oblique, weakly dispersive nonlinear Alfven waves in the presence of weak resistive damping are investigated numerically through an extension of the derivative nonlinear Schrodinger (DNLS) equation. It is observed numerically that the nonlinear dynamics are organized around the dynamics and allowed interactions of the underlying DNLS soliton families. There are three types of oblique Alfven solitons: the compressive two-parameter soliton and one-parameter bright soliton along with the rare factive one-parameter dark soliton. The damping of either of these compressive solitons is accompanied by the formation of one or more dark solitons. The implication of these processes is that any initial wave profile containing solitons in its Inverse Scattering Transformation representation, in the presence of weak resistive damping, will result in a leading train of dark solitons. These dark soliton shave been identified with magnetic holes, and the results described above are discussed in the context of magnetic hole observations and theory

The Appreciated Sector: Public Confidence in San Diego County Nonprofit Organizations

From November 2007 to January 2008, a total of 1,002 adult San Diego County residents responded to a survey designed to assess their confidence in the ability of local nonprofit organizations to provide quality services on the public's behalf and to spend money wisely. At the beginning of this survey, participants were given an identification test to determine their awareness of nonprofit organizations. Additionally, respondents were asked several questions related to their confidence in San Diego County nonprofit sub-sectors (i.e., arts, human services, environment, etc.), as well as their involvement in the local nonprofit sector through giving and volunteerism.When comparing the nonprofit, for-profit, and government sectors, San Diegans had the most confidence in nonprofits to provide quality services, spend money wisely, and represent the public's interest. Other key findings in this report include the following:- Seventy-five percent of respondents expressed either a great deal or a fair amount of confidence in the ability of San Diego County nonprofits to spend money wisely- Seventy-five percent of respondents reported making a financial contribution to a nonprofit organization in 2007 Media coverage, opinions of friends and colleagues, and an organization's website were the leading sources of information consulted prior to making a financial donation- San Diegans expressed more confidence in the ability of local nonprofit organizations to spend money wisely than the American public has expressed in national surveys of public confidence- Persons demonstrating higher levels of nonprofit awareness were nearly three times as likely to express higher levels of confidence in the ability of nonprofit organizations to effectively provide quality services - Persons demonstrating higher levels of nonprofit awareness were nearly two times as likely to express higher levels of confidence in the ability of nonprofit organizations to spend money wisely- According to the survey results, more than a third of San Diegans (40 percent) indicated that they volunteered with a nonprofit organization in 2007- More than 86 percent of respondents had an overwhelmingly positive impression of the support provided by local nonprofits during the 2007 firestorm- Despite their generally positive view of the nonprofit sector, many San Diegans indicated that they were unlikely to choose a nonprofit service provider in the areas of education and healthcare.The Caster Family Center for Nonprofit Research which is housed in the Institute for Nonprofit Education and Research
